Plett man sentenced for child porn

William Beale from Plettenberg Bay was sentenced in the Thembalethu Magistrates court on Tuesday 7 November 2017. He pleaded guilty to 18 644 charges of possession of child pornography after his arrest in 2015 in an operation dubbed Cloud 9, involving South African and Belgian police. The operation led to arrests in Midrand, Cape Town, Durban, and Port Elizabeth.

Beale was sentenced to 15 years imprisonment in the Thembalethu Magistrates Court by Magistrate Eugenia Jacobs. This is said to be the heaviest sentence ever handed down in South Africa for child pornography. It is also the maximum sentence that can be handed down by a regional court. After his arrest, Beale pleaded guilty to all charges against him and was released on R10 000 bail. He was also relocated to Kimberley where he lived with his brother.

Clinical psychologist Tjaart van der Walt testified in mitigation of sentence. Van der Walt testified that Beale had suffered severe abuse including sexual, physical, and psychological as a child and that the abuse contributed to developing deviant sexual interests.

He added that after consulting with Beale, it became apparent that he suffered from several disorders including pedophilia and, among others, strong anti-social behavioral traits. Beale also admitted that he had urophilic interests - sexual pleasure from the sight of, or thought of urination, a condition he had since the age of 11. After he completed school Beale lived on the street and depended on stealing food and other essentials to survive. He used substances such as mandrax, dagga and opioids.
